This used to be the case, but after the merchant revamp things changed a little bit. If you drop the skills which allow you to place your vendors they won't vanish, however you also won't be able to add any new items to the vendor. Essentially what will happen is your vendor will continue to function as normal; people can still buy items and you can still remove them, but until you regain the skill that was required to place that vendor you will be unable to do anything else with it.
That is how it's supposed to work at any rate. I personally haven't tested it out. You should be aware that attempting to use vendors in the manner inwhich you described is viewed by most as an exploit.

So if im using all my skill points for something else there's no way I can operate a vendor? can i have someone set one up for me or will all credits go to them?

You could have someone set one up for you, but it's their vendor so all of the credits go to them and they're the only one that can operate the vendor. In other words, you would have to trust this person completely. A setup like this can work, but it requires that the merchant keep very close track of sales so that he knows exactly how much money he owes you. Either that or it requires that you sell all of your merchandise to the merchant atreduced prices and then the merchant resells the items and keeps the profits for his trouble.

Actually I think they DO vanish, they just don't vanish right away. You get some kind of a warning email and then after two weeks the vendor goes poof. I am pretty sure about this, but not 100%positive.

This is true, I forgot to mention this. Vendors which you no longer have the skill to use or vendors that have no items for sale will vanish eventually, but I think the timescale is more on the magnitude of 100 days as opposed to two weeks.
