A mineral and a chemical with the highest Overall Quality you can get. I use 989 Aluminum and 995 Lubricating Oil and I can experiment them to 99%. This gives me a primary weapon stat bonus of just over 33% and a secondary stat bonus of just over 16%. I've even seen the odd 3 stat bonus model.
