Power & Maintenance requirements will be the same, regardless of the "quality" of what you are harvesting.
All power generators (Wind Mills, Solar Arrays & Fusion Generators) cost 1440 credits per day in maintenance.
All Personal Harvesters cost 720 credits and use 600 power.
All Medium Harvesters cost 1440 credits and use 1200 power.
All Heavy Harvesters cost 2160 and use 1800 power. (But they're 3.5 times as effective as personals!)
Qualities have no effect on harvesting resources or power. Only concentration does. A 50% concentration will allow your harvester to work at 50% of it's maximum effiency, for example. So you want to place them on the highest concentration you can find in a buildable area.
When it comes time to redeed, Personal Harvesters (including Wind Mills) cost 1500 in maintenance to reclaim the deed. Most people consider it to be more cost effective to just destroy the facility. However, if you have a lot of maintenance prepaid, it'll redeed. If you have a lot of power prepaid, you might want to consider redeeding as that excess power (and maintenance over the redeed amount) will still be in the harvester when you place it again.
Mediums (including Solar) take 3,000 to redeed. My guess is that Heavies take 4,500, but I haven't had the chance to find out.

In relation to this, I've been wondering myself about the costs. Everyone seems to agree that the credit cost is about 600 to run a personal extractor for a day. What I don't get is the cost for power:
If I deposit 600 credits to run the extractor for 24 hours, I can check the status and see the clock. But what about power? Instead of listinga timer like the credits do, it lists what appears to be a ration. ie (0:4), (1:1) etc. What is this number? What does it actually represent? The timer for maintenance is very obviously how many hours it will run before shutting down, but the number for power reserves doesn't seem to mean anything.
The power timer is bugged. X:Y is equal to 60X+Y hours.
So 1:1 is 61 hours. 0:24 is 24 hours (1 day). Etc.
