Can someone please explain to me what he means by rating?

On the main board, there is a rating column. I'm wondering what it's for.

You mean the stars? When you view a message you can give it a certain number of stars depending on how good you think it is. If something gets a lot of 5 stars then it is supposedly sent to the devs.
