My factories are slowly becoming useless due to this bug.
The first time was I may a run of stuff with a couple of items already in the output hopper. I hit the maximum number of items allowed, which is 100. I got a factory internal error about this. It used to give an error message, now it doesn't, just some cryptic un-assigned message internally. What that did was reduce the maxiumum output hopper size by 1. Even though it says 100, it would only fill 99crates before issuing the next internal error message. This is a viscious cycle because every time I hit the current cap, it reduces it by one each time. Both my factories now will take less than 70 items in the output hopper before crashing.
I've tried all the usual things like re-deeding the factory etc, but it's not fixing the problem.

I just ran into this error and discovered that my equipment factory will only hold a total of 150 items. I had 94/100 items in the input hopper and 66/100 items in the output hopper. I got an email message saying @system_msg:manf_error_7 and the factory shut off, didn't produce the item, and ate the resouces.
If the input hopper says capacity 100, and the output hopper says capacity 100, the total factory capacity should be 200, not 150. This is the first time I have ever had this error, so it's not due to a slowly decreasing hopper size. I removed items from the hoppers and the factory worked normally again.
