It's not useless at all if you're going for a master skill. You can use it to exploit the apprenticeship system. Just find someone else who has surveying 4. Once you have the skill, you can collect up to 20000 more surveying skill; that's enough to train surveying 4 twice. Now surrender the skill and have the other guy train it back. Repeat this. Now have the other guy do the same and you train him twice. Voila! You've both made 120 apprenticeship xp out of nothing!
