dose expermenting on survay tools make them better and whats the diffrence betwen a 12% crafting tool and a -12% crafting tool i dont see no diffrence thanx

I don't think it does. I've asked this before and I was told that it doesn't. I was told that it's the same with armor/weapon upgrade kits.

I *think* tools with a + quality give you a better chance at experimentation. I think a -9 tool will have a greater chance of experimentation failure than a +13... Add in + crafting stations and you can get some good experimentation...

Hello,
Tool effectiveness and crafting station rating affect the initial assembly success. Higher ratings mean lower chances of getting a critical failure and trashing all your resources.
Experimentation depends on your skills, whether or not you are in a Research player city (I believe you have to be a citizen though), and if you are drinking Bespin Port while in the experimentation stage.

i've noticed that survey skill attachements don't work on me either, i have a +20 survey suit, and don't get any bonus with it, my range is still 342 with and without the suit, so survey skill attachements may be broken also

Seems the only way to extend the range is by being force sensative? I'm sure I read that somewhere.

I believe (could well be wrong) the Surveying skill attachments won;t increase range, but will increase your sampling success rate, and potentially the amount you get for each successful sample.
Mind you, if you are relying on manual sampling to get your resources then it must be desperate!
