I'm new to the whole artisan thing and on my last post some people helped me out but I still have another question. How do I build Buildings? and when can I? If you can help thanks

You can start making some basic installations at engineering III within artisan. As an artisan you're limited to things like personal extractors and solar power generators. In order to produce any of these structures you'll need to craft yourself a structure crafting tool and many of them also require that you stand next to a structure crafting station.

If by creating buildings you mean things like houses, factories, and every structure in the game aside from personal extractors, you have to become an architect to construct those.
