When a resource "shifts", does that mean it changes to a new name? Or does that mean the percentage underneath my harvestor changes, but has the same name? Or possibly both? The reason why I am asking relates to SWG Craft. Can I just watch SWG Craft and assume EVERYTIME the resource I have been mining stops being available on the planet I am mining, a resource shift has occured?

A shift means that the old resource is no longer available (on that planet, a particular resource can shift differently on different planets). Any harvester set for that resource is now sitting idle. If a new resource of the same type shifts in (Thisone Tat Fiberplast gone, Thatone Tat fiberplast in), then the resource concentrations for that new name is different.
So if a resource is marked unavailable in swgcraft, then a shift has occured and you need to reset any harvesters set for that resource.
Just remember that swgcraft is player-updated. So shifts can occur in-game without being updated in swgcraft. And it's possible for a resource to be marked unavailable in swgcraft without shifting in-game (although this would really only happen if someone made a mistake in swgcraft, or was deliberately messing with the swgcraft information).
