Hi,
I'm a Master Artisan using a 43.12 funtional rating WDG Crafting Station and a 15.00 effectiveness Generic Crafting tool - about as good as good gets.
I'm also using only UBER resoures with 900+ ratings for OQ and UT.
Yet when I make an electronics components, such as Control Unit, the quality ends up at -2. Why is this?
There was no option for expirmentation. I believe I've read these parts don't get experimentation. Is that true?
With crappy resources I get quality -4, so I assume -4 is worse than -2. I've seen Quality +4 control units for sale, and figured with the best Station, Tool, and Resources I'd hit that mark too.
What am I missing?

The bolded part is your problem. You cannot experiment with a generic crafting tool.
The General crafting tool (technically the "Weapon, Droid, and General item crafting tool") does allow experimentation when next to a WDG station.
So with your current setup, you only get the bonus from the initial assembly. With a WDG tool, you'll be able to experiment to improve from that starting point.
