When I'm surveying for an NPC as a mission, how faraway from himmust I be,to be able to send him the waypoint for the survey?

No idea, but I guess pretty far. I completed one of those and didn't even remember I still had that mission, I was scouting around and surveying as normal, and it completed the mission. =]

It should be automatic. I have done it on the steps of the hall where I got the mission, and I have done it across the continent. As soon as you actually survey a point with the right concentration, the mission is supposed to complete. If it does not, bug it. I have had it fail and then block me from sampling or surveying at all until a server reset. If surveying doesn't do it, try samplling one time, see if that kicks it free.

These are very buggy missions.
