So I have business 3....but I could use the xtra skill points so here goes 
I have already placed a vendor....if I give up all of business can I still use it?? I've heard of some people that sell vendors so I think this is possible, but I dont wanna do anything till I know for sure. Appricate the help so thanks in advance .

If you give the skills up, you will still be able to load it, collect the money from sales, etc. **However** this will change at some time (probably within the next 3-4 months) When it changes, you will most likely not be able to use business/merchant perks unless you posess the skill (ie you wont be able to control a vendor without business III)
