Nope you don't have to be master, but you do need for the resource to have spawned like any other. The reason you can't see it is it probably isn't currentright now, if you have checked all the planets already. Class 4 is one of those resources that isn't always present, regardless of stats. There might be a lengthy period of time between spawns. So you'll either need to buy this stuff from people who harvested from previous spawns or hold tight until it does.

Don't forget www.swgcraft.com is your friend, also if you are travelling to each different planet. You might want to consider using Interplantery Survey Droids and send one off to each planet instead of paying for trips to the 'expensive' planets, as depending on what your local DE charges can work out cheaper and save you time if you just want to see if it has popped. You can then travel to that planet if it has popped to check on its stats and place your harvesters as necessary.

Bonebreaker, don't let this coincedence fool you. You were always able to survey for every resource available on a particular planet, at every level of survey. When you open your survey tool, it will show all resources available on that particular planet, at that particular time. (Whether or not they are near you)
