If a schematic called for Duralloy Steel with a HR100% dependence and since Duralloy Steel is capped between 950 and 1000 on HR, would the resources worth be calculated via:
1) HR/1000, or
2) (HR-950)/1000
3) (HR-950)/(1000-950)

This is an extreme example, but if one plugged in a Duralloy Steel with HR=975 into this schematic, my posed equations would give:
1) 950/1000 = 0.975 or 97.5%,
2) (975-950)/1000 = 0.025 or 2.5%, and
3) (975-950)/(1000-950) = 0.500 or 50.0%

It goes by whatever the max cap is. If the max cap is 1000, then a 975 rating would be 97.5%. If the max cap is say 650, and you have a resource that has a rating of 600, then that would convert to 92.3%. Of course, when you are talking about things that use more than one stat, the calculations get a little more complicated

In respect just to the max cap ?
Because I've also included a case above where its in respect to both the min and max cap. My thinking is if the resource is capped between 975-990 on a stat, and the particular resource you have has a value 976, then sure its high but its also lower than every other one of its type and why should you then be rewarded with a ~96.0% ?

As far as I know, it only takes the max cap into consideration when it figures the percentage. If it used the min capas well, then I think people would have complained about it already. For instance, if the minimum for HR on a particular resource was 950 with a max of 1000 and you used one with a HR of 951, then according to the min cap you would only be at 2% effectiveness instead of a 95.1% effectiveness. If someone use a resource with a 951 stat and only got 2%, I am sure that there would have been a major outcry about it.

Only figures the max into it. I have steel with 963 OQ and 661 CD on a OQ/CD schematic comes out to almost 100% cause steel caps at 100 and CD is at 666 i think.
