I have heard of these BARC speeders. Who makes them or where can I get the schematic to make them ?
And what does POB stand for on my shipwright plans ?

The BARC speeder cannot be crafted, they were given out with the purchase of TTE or RotW, I can't remember which.
POB is basically a multiplayer ship, note that the Y-Wing is sort of multi-player, but the POB allows you to take a stroll through and decorate your ship.

Barc speeders come with the purchase of the TE {SWG/JTL/RotW box set} which is the only way RotW is available boxed.
POB means Player/person on board, meaning one or more folks can 'ride' on the ship instead of just the pilot.

POB = Portal OBject. Basically any starship you can get out of the pilot seat and walk around in.

Technically, I think POB stands for "Portalized Object" and describes anything that loads an interior (multiplayer ships, houses, dungeons, etc).
Of course, that explanation usually leads to "well fine, butwhat's a Portalized Object", so the "Player on Board" description has gotten more use.
