You have to study the schematics for what you are building. OQ is used in some and not others. Also when you are crafting the crafting display/window shows both a bar and actual numbers of the effect of the stats on the crafing of the item

Thank you - and yes i have swgcraft as a favourite - it is a rare item for me that any resource i have that has high OQ and mediocure other stats comes up as yellow or anything when i apply the resource - my question is just if all the other items have high stats does that help with a low OQ - or as you mentioned i guess read the scematic and see how important OQ is to that item.

Only certain stats are important for your schematic. All other stats are completely ignored. For instance, if you're making a crafting tool, only CD is important. Every other stat for your resource could be 1000, but if your CD isn't good, then your crafted item won't be good.
