I am currently at EngIII whcih allow me to build deeds for harvester, when i tried to build my mineral harvester a msg came up saying either

i am not allowed to build in that zone

or

that i am unable to build it at my current state

what's wrong with it?? do i need to skill up in anything else to be able to build harvester?

I would like to know this myself.

got it. just stand 5secs. before you click on the mineral extractor. that "state" means "running sitting or any position u were in"

the build in that zone means you're too close to a city or some other designated area. you really gotta be out in the middle of nowhere to put one down

the can't build in current state is usually lag. the server thinks you're running even if you haven't moved for a second or two. just don't move your character and try the "use deed" again. it should work on the 2nd or 3rd time

Also, if it says you're not allowed to build in that zone, it's a no-build zone. Try walking away a few meters/hundred meters and try again.
