What resource types are considered to be "rare"?

None. Resources are distributed randomly across planets and change every few days. "Rareness" is more or less a weekly thing in any one area. Where I am right now, for example, low grade ore is hard to come by.

Plumbun Iron is considered a "rare', as it's properties are great for alot of things and it's very rare to find. And it's mined quickly when it is.

Some schematics call for specific resources from specific planets, such as Lokian Wooly Hide or Endorian Link-Steel Aluminum. These may not be "rare" in an absolute sense, but demand outstrips supply for many of them, especially for materials from the "death worlds".
