Just like it says, where are these garages at? I haven't seen any.

You've probably seen them but thought they were another useless building, which they were until the patch. There's one near the Coronet City starport, just go out the city gate, turn right and you'll see a building with an incline. You'll get a message saying that you've entered the proximity of a garage.
