I have gotten 9 as well, but I do think that 10 may be possible with perfect resources, I haven't made higher than 94% yet and one day I will make one at 95% and satisfy my curiosity.

Pretty sure 9 is the max. Maybe if you somehow reached 100% experimentation you can get 10. That is pretty much not worth the extra BER point.
