I am a bit confused at the moment was wondering if when I activate my survey tool for lets say Minerals, andI see the list of surveyable reseources my question is this:

Is this list specific to the region of the planet or is it planet wide? If I move a dozen kilometres am I going to get new items on my list and some drop off?

I know about the varying shifts in availbility, the question is just for the tool itselfin any given region on any given planet.

I believe that the list is planet wide, you just need to recalibrate your survey tool to take in a bigger area.

The mineral listings in the tool are planet wide. - So if you dont see steel listed in your mineral survey tool, and you need steel really badly... you're either off to the bazaar to pay an extra inflated rate because there's none left, or you have to move to another planet and try there.

If a resource isn't listed in the tool, does that mean it is not available anywhere on the planet or just that part? For example: if I want XXX Copper and it does not appear in the list, if I go to the other end of the map will it possibly appear?

The resources on your survey scanner are all the resources on the planet. You wont find any more or any less. It changes though from day to day or week to week. Also every planet has different resources so what shows up on your survey scanner is only the resources from the planet your on.

does the reward tool (flora) enable you to sample bone, hide, and meat?

The scouts and rangers complained that it was going to kill their professions and the organic tool was removed. Now you get the inorganic twice.

what does it do differently than a regular mineral tool? is it a mineral/chem/wind/solar/etc combined?

Mineral, chemical, gas and water. No wind, solar or flora. Basically it can save 3 inventory slots.
