Artisan Archive

Hi everyone..I just started playing and I was under the assumption that Artisan's get access to the basic generic crafting tool, and survey sample..neither works...i double clicked them, tried dragging them to my inventory, hotbar, hotkeys you name it...i also noticed that the reticle is yellow (if that makes any difference) but one item reticle and blue (fishing pole)...not sure what is going on but how can i advance in crafting xp if i can craft atm...

PLEASE HELP ME!!
