I have well over the required xp for surveying III, as well as have already trained in I and II.

Why might the trainer Not be offering to train me in surveying III?

any suggestions would help me out.

So you have at least 5000 surveying experience. The only thing that comes to mind is that you may not have enough credits for him to teach it to you. I'm not exactly sure how much it costs since I was trained by a player, myself. I doubt it is cheap, though.
