I'm getting fed up to max of running around 5km from a city, finding a great source of something and not being able to build a harvester because 'building is not pemitted here' Why the **edit** not?

In the middle of knowhere, on the only good spot of a resource i've been looking for for 2 hours and i can't build???

Nothing around me for 5km, is this a wildlife protected area or something?

To top this all off my harvesters completely vanished yesterday, taking with them about 6k of resources they had build up. Yes there was money in them, yes there was power in them. And now that area is totally devoid of good resources... not a problem, i'd build them somewhere else... oh wait...

Yeah, I'm getting the same thing on Talus with not being able to build, and I'm way away from the city. Could it have to do with the concentration of the resource. I tried on a 50% concentration.
