They're harvester deeds. The reason they are called deeds is because after you craft them they need to be placed and then they get built.

Deeds are something you can sell to somebody so that they can have a pre-built item. The deeds take up less space in your inventory then say, the whole house itself :-)
For a listing of all the deeds you have available look here:

I think you'd like to know also that deeds give structure crafting xp and not GXP.

The question I have is: do I need to be standing at a Furniture and Building Crafting Station in order to have access to building these? I'm guessing, yes, but I can't even pull up the Deed information in my Datapad. Is this normal?
Thanks for answering my dumb question.

You need a structure and furniture crafting tool in order to build the harvester deeds. They will not be craftable from the General Crafting Tool (GCT).
Hope that helped.
P.S.
You can make the tool yourself with the GCT

I know that. I built my own furniture crafting tool, I have Engineering III, and I'm not allowed to build deeds for some reason.

Use the Specialized Structure Crafting Tool while stadning next to the Structure Crafting Station. You will have the option to build the deeds and experiment on them also.
