Does this bonus apply to advanced trees like weaponsmith and armorsmith or only to the basic artisan tree items?

Yeah we havethree pages of worthless debate on wether giving items away is killing the economy (if your trying to sell something the same quality as whats being given away you have bigger problems, end of story) and no one knows the answer to this?

The bonus applies to you total stat for artisian experimentation. This goes up when you train in certain skills. So you start with a value of 10 from the start. Once you train in engineering it gets +10 added for a total of 20. This just makes the chance of suceeding at experimentation, and the results thereof. As far as higher damage weapons, I don't see how giving those items away is a problem. It doesn't kill the economy because not everyone does it. Secondly if everyone did give away everything they made there would be no need for an economy in the first place. I will make CDEF weapons with greater stats and give them to new players all the time! I just won't give them a DLT20. Artisians need to take into consideration the time and effort put into each weapon. When it takes only two materials to make a CDEF, I could care less. When I need 7 to make a DL44 pistol, then giving it away is much more difficult.
