I'm in the same boat, right now I am extracting some ore at 60 percent and thats the best I have found.

Nope. Before the migration of resources last week on Valcyn, I found a site for carbonite ore at 82%. Little did I know then that I'd be needing that ore now.

im trying to find a good low grade ore cache but cant find a thing above high 50%, is it like wind and just doesn't go higher than that or is my planet just low on it right now?

No, my experiences have been the same. Always under 50%. But the nice thing is that there is usually one type of ore that is at least in the high 30s at any given location. So you can cut down on your run time if you aren't picky about the variety of the ore.

Before trhe last resource shift on Tarquinas, I had a few spots where certain low-gradeore was as high as 90%. Now, I can't find itmuch above 45%
