What are they/ How do I get them? I need them to craft Bone Armor.

You earn the schematic to produce fiberplast panels when you learn Domestic Arts I. Fiberplast itself is a chemical that must be sampled/harvested.

They are an item that comes after training in Domestic Arts 1 (1000 General Crafting XP). They are a component of bone armor and you will need them greatly to get to any elite or hybrid profession relying on artisan skills. You can sample them using a chemical survey tool, and for schematics such as boots, gloves, helmets and leggings you will need 3 panels per item. One panel consists of 8 fiberplast, and 2 metal.

That item alone was worth getting trained on Domestic Arts I.
