Inorganic resources (Mineral, Chemical, Gas, Wind and, I assume, Solar) remain in shift for between 7 and 10 days. That upper figure of 10 days may have changed to 10½ days since JtL, I'm still trying to figure out for sure. There are 8 exceptions to this rule: Fermionic Siliclastic Ore, Conductive Borcarbitic Copper, Perovskitic Aluminum, Crystallized Bicorbantium Steel, Hardened Arveshium Steel, High Grade Polymetric Radioactive, Gravitonic Fiberplast & Unstable Organometallic Reactive Gas, the new resources which arrived with JtL, which remain in shift for apparently 14 to 21 days, although this is a bit of a guess as they haven't been around for long enough to be certain. I believe the organic resources also last for 14 to 21 days, although I don't track these, so I can't be absolutely certain of that either.

The way the resource shifts were supposed to work was totally dependant on the amount of resource harvesting being done.
Popular resources were to "play out" at a faster rate, as well as having a default length of time so poor resources didn't stick around forever. I don't know whether this system is still active, planned to be active, or what. Currently it appears the above poster is correct. I know that spawns seem to be lingering quite a bit, regardless of popularity.
To CYA, its always best to check the resources daily so you can stay on top of spawns. Also the website SWGcraft.com is a great site for past and current resource information.
