Are they a loot schematic? And can they be crafted by master artisans?

The answer to both of your questions is, yes.

To amke an AV-21, you need a schematice (single use) and an AV-21 powerplant. Both are loot found on the Corellian Corvette.

Then you take these to a Master Artisan to craft.

There are already a few items in the game like this (scythe, DE-10, Hack, AV-21) expect to see many more in the future.

I make AV-21's. Not a single critical fail yet. *knocks on wood*

The AV-21 schematic is awarded upon completion of a mission on the Corellian Corvette. Every mission, regardless of it being Imperial/Rebel/Neutral, awards the AV-21 schematic upon completion. You must return to the person who you got your Corvette ticket from to collect the schematic. You are awarded the badge for completing the Corvette immediately, but the schematic reward is only given to you if you talk to the NPC who gave you the ticket.

If you learn the schematic, you'll see it's only good for 1 use. It requires the same ingredients as Swoops, Speederbikes, and Landspeeders - lots of ferrous metal, and not-as-much non-ferrous metal (Shock Resistance is the only stat that matters in the metal).

BUT -

The schematic also requires1 AV-21 Power Plant, which is lootable inside the Corvette in one of 4 places - an armoire on the upper level (furthest room from the elevator), an armoire and defunct astromech inside a little closet full of Super Battle Droids, or an armoire inside theArmory waaaay up inside the ship (Armory *sometimes* requires a key code to unlock).

Not every Corvette trip has a power plant to loot. It SUCKS, but that's how it is. If you have a group of 10, and everyone wants AV-21's, then you've got to repeat the Corvette until you get 10 power plants. You'll end up with a lot more schematics than power plants, most likely. Unless you do crazy loot runs for power plants...which is an option....

You cannot make a factory schematic for AV-21's, since each requires a Power plant, and each power plant has a unique serial number.
