could someone please tell me where these are aquired. Are they a quest, loot, vette reward or what?

The schematic is aquired from completeing one of the ground based 'vettes (there's nine missions total, three for each faction and three neutral). You can complete any given mission an infinite amount of time and each time you will be awarded a schematic.

The powerplant is a piece of loot that has a chance of spawning in any of the three containers on board the 'vette. I vaguely recall hearing that it's about one in every six 'vette's that will drop one.
