Does anyone know what the frequency or timing of specific resources is? For example, if I want to make ranged weapon powerups that require high Copper CD such as Plantite copper (spelling??)...when will the next uber spawn appear? Will it take up to a year to show up??

"Uberness" and time between respawning are quite different things. Some ressources, like pholokite ore, spawn about twice a year and that's it, others, like the ressources for SW are near always there. Their quality simply is there or not on each spawn. Remember that some ressources, like the SW ones will spawn only on 1 planet at a given time and others might be available on all planets or a few of them. Best thing to do, is regularly survey for the new spawns.

There's no telling. There's no discernable pattern that I can see. Heck resources don't even necessarily last a week.
