I just got another char and i want to make him an armor smith but i wanted to know the best way to get artisan xp note i have enough money i can buy resources

Short answer: make stuff. 
Longer answer:
The general rule of thumb is that you get 2 xp per raw resource used making the item. Some items are a little lower, some are a little higher (foods in the chef prof, for example, give 4xp per unit). So the most efficient way to "grind" xp is to select the item you can currently make that uses the most resources. This gives you the most xp per item.
Creature resources are generally harder to get (or more expensive) than resources that are extracted with harvesters, so everything else being equal, you'd be better off making something made from metal / chemical / flora than something using meat / hide / bone.
For artisan xp, the easiest path is to make survey tools (require 27 metal) until you get the 1k xp to learn Engineering 1. Then make crafting tools (require 24 metal and 10 chemical) until you get the xp to learn Engineering 2. Then make personal harvesters (110 generic metal, 60 steel, 30 aluminum, 50 ore) for 425 xp each until you get whatever you need in Artisan (except for the surveying branch) and any Novice box of whatever elite crafting prof you're heading towards.
You get a 5% xp bonus if you make an item in "practice mode" (a checkbox on the final stage of crafting). This does not put the item into your inventory, so if you want to actually use your crafted product, make sure that's not checked.
There's also "usage xp", but that's not a very reliable source of xp. If you make an item (not using practice mode) and someone uses that item (including yourself) you get xp for your items being out "in the world" being used. The xp reward seems to be 50% of the xp you got when you first made the item. Charged items (like food or batteries) grant you xp when the last charge is consumed. For long-lived items (weapons and harvesters), I'm not sure how it's calculated. You need to be online when your customer is using it, and in the same general area. This is a nice perk, but can't be counted on for a regular influx of xp.
You can also get the same 50% xp bonus by doing "contractor missions" from an NPC found in a few of the guild halls in NPC cities. You pick a crafting prof and a difficulty level, he asks for a random number (up to ten) of a random item and gives you a crate. You make the items, put them into the crate, and hand it back. You are rewarded with credits (appears to be 2 cpu, not counting resources used in components) and xp equal to 50% of the total you got for all the items. So if you contracted for 8 mineral survey tools (55 xp each), you'd get 8 * 55 * 0.5 = 220 when you turn them in (plus the 8 * 55 = 440 you got when crafting them) along with 432 credits (since each tool uses 27 resources).
