I dunno about a private station, but I was able to experiment and make a schematic at a public station in town. You may want to make sure your stations aren't too close together.. I've read that if they are too close together it can cause problems.

what kinda station did you experiment at? general or sw?

In order to experiment, you need to be standing near the station that matches your tool. You can either use the starship tool, or a generic crafting tool to make the All Purpose Repair Kits. Since there is no station to use with the generic tool you can't experiment on it, so I used a starship tool with a starship station in town and it worked fine for me.
