Does it actually make a difference on how well it detects the minerals? Or is it just there to make it look pretty?

I've got a couple of hunches.

First, if you examine the survey tool, there's at least one survey range above what you can do with Survey IV. It's something like 400m 6x6. This is probably left over from when they were going to do a "Miner" class. The experimentation may allow those ranges to go even higher. Currently useless, although if anyone has been able to use the longer range(s) I'd love to hear about it.

Second (and more likely), the effectiveness may affect the quantity of resource you get while sampling. A better tool may get larger samples.

Some 950 CD copper just spawned on my server, so I was going to go through and re-do all my crafting and survey tools. I'll keep some of my older ones (although I have no idea what effectiveness they are) and see if I notice a difference sampling.

I had a similar thought to your first one about increase range. I experimented up to about 98% but didn't have any increased range options. Oh well.
