Technically, to place a harvester you just have to be outside of the "no-build zone." However, unless you're made of credits, you'll probably want to put the harvester on something worth digging up. To do that, you need to survey for the same type of resource that your harvester was designed to mine (e.g. mineral survey for a mineral harvester). Find a good concentration and plop down your harvester. Keep in mind the concentration rate will greatly affect the amount of materials you collect.

As far as grinding crafting xp, make sure you use "practice" mode. You'll gain an additional 5% gcxp for everything created.
