Are tapes a dropped item by npcs or are they created by tailors, and if they are dropped, any idea which npcs drop?

Droped by NPC's


No telling what drops Artisan Exp. or Artisan Ass. tapes. I've looted them from Rebel NPC's, Nightsisters, Corsair Captains, Aukuan Caves, Erin Sif, etc...
