Sorry I looked through all the stickied FAQ's and throughseveral pages of posts and in SONY's in game help system and the little droid starter questand I couldn't find an answer to this. I appologize if it is stated somewhere.
When it says that you don't get a sample...is that place empty of that resource then? Do you have to move on?
Thanks.

nope, not if your survey tool shows that there's a concentration of the resource at that spot.
surveying tools don't lie.
you might not be getting any samples because you're not high up in the survey line. the higher up you go the better chance you're able to pull something up from the ground.
also before you start to sample, you should find a spot with at least 60% concentration of whatever resource your sampling. the higher the concentration the better the chance you'll pull something up also.
if your tool shows that there's any % concentration under the spot you're on, you should be able to pull up something (unless it's only 10% or so). so if you don't get a sample on the first try, just don't move, you'll continue to sample every few moments and eventually you'll pull something up.
hope that helps
