Not immediately.
As long as you have enough "+vendor" skill to cover the number of active vendors and enough "+items" skill to cover the total number of items (across all vendors), you can use vendors with no problems.
If you drop skills below your current vendor / item usage, you hit a limitation: You cannot place items up for sale, either from your inventory or from the stockroom. This isn't an immediate problem, since all items are still available for sale, show up on the galactic search, and can be bought by customers.
But item sales expire after 30 days, then they go into your stockroom. If you're over your vendor limit, you can't restock those items. Then after another 30 days, they get deleted. Once a vendor is empty, it's removed from the planetary map (if you registered it) after a day or so. After a few days (or maybe a week), empty vendors are deleted.
So if you completely drop artisan, you won't be able to add new items up for sale, but anything you already have on it will remain for up to 30 days (if you canceled all the sales then restocked just before dropping artisan). And you obviously won't be able to create new vendors.
