I apologize if this has already been covered (and I can't search as the forum search functions don't work at the moment), but how is it that my power-ups are experimented to around 250-290 uses, depending on type and experimental successes, but actually go up to 500 uses when applied to a weapon?

Is this intended, or more likely a "beneficial" bug?
