When a resource change occurs and you realize you stil have a lot of power in your harvester, can you pull that energy out of the harvester when you move it?

No.

When you redeed the harvester or generator all power is lost along with any maintenance above the amount required to re-deed.

Long ago I read that this was a bug and that eventually the Devs would change this. But, given the current state of the game there are many more critical bugs that will be adressed first.
