A couple of times I have tried buying something that is under the "power" section of the resources on the bazzar such as Liquid Petrochemical Fuel but I can't use it to power my harvesters/etc... am I restricted to wind/solar/radioactive? Does this only count as fuel for larger structures? Or is the category heading simply misleading?

The category is misleading. The only energy resources that can power harvesters and factories are the ones you listed: wind, solar, and radioactive. There was some speculation a while ago that the liquid and solid petro fuels would be used in vehicles, but I haven't seen anything about that from the test center reports. Right now, they are like any other mineral/chemical resource, just used in schematics.
