Well one way I know works is drive up next to the garages in the npc city. You can tell garages by the blue forcefield covering their entrance. When you pull up close to them you should get an option to fix your buggy.

Some have also talked about vehicle repair kits I am not sure if those are real as I did not see them on test.

All the major cities should have them. The buildings have always been there, but now they actually serve a function.

I repaired my brand new landspeeder with only a couple thousand meters on it. Cost $215! A swoop is going to be expensive to drive around. Vehicle travel is going to cost more than the shuttle, which seems appropriate

One little problem I had was that I could drive inside the garage, which seemed the logical place for repair, but in there I couldn't get the repair option to work. Said I could not see the target. I could get back in and drive out. Just outside the garage I could get the repair to work.

Parking in front of the garage will give you the repair option, be prepared its pricey.
