What level do you have to be to find it?
I only have novice and I dont' see it anywhere.

You only need Novice Artisan to see all the resources currently spawning, but not all resource types spawn all the time. And even if they do spawn, they're not necessarily on all planets.
www.swgcraft.com is a good place to check what's currently available on your server, and what planets it is available on. Right now it looks like Kauri only has class 1, 2, 7, and unknown solid fuel (visible with the mineral survey tool), and class 2, 4, 5, and unknown liquid petro fuel (surveyed with a chemical survey tool).

It's really hard to find a good source of the fuel? I have been trying to make Adv. Chemical Mechanisns for stims C's, is there a nother way?

Class 4 LP is the rarest of the specific resources needed by Docs. Your only real choices are to wait for some to spawn (even the worst possible Class 4 is better than none), try to find a resource supplier willing to sel you some or craft with regular CRDMs. The good news is that the CRDM is not very influential in the final stats of your meds. The most important component for stims is the liquid suspension, at least as far as power is concerned.

Given the costs involved, I wouldn't (and don't) bother with Class 4 in anything but the really high-end stuff. After all, they're likely to add about 1000 credits to a price ... and who wants to pay that on a stim-B? Actually, stim-Bs might just be viable for those who don't have the SP to spend but NEED higher heals ... say a stim-D then, twice the heal so half the effect from a better component.

The other thing to keep in mind on this is that the absolute worst advanced chem release duration mechanism is going to be better than the best non-advanced chem release duration mechanism.
If you can even find a C4 with horrible stats, I would use it for stim production as long as it is at a decent price (2cpu or less). However, I wouldn't use any excellent quality C4 that I didn't mine myself for stim production because the market price is just too high for the good stuff.

Just outta curiosity. On my doc i've never actually done out and harvested most of my own resources, barring herb meat and avian meat. What is needed to get this class 4 petro on your own?

Be sure to check swgcraft.com frequently to know when one spawns. There is a filtered listing of doctor resources available on iootnega.com as well.
