Ok, so I just started today.

I wanted to make a Chemical survey tool. Problem is that when I go to survey for the mineral part. Theres no minerals on my list. I have a few metal ones. So the question is, does it mean they just aren't on that planet/city or is my skill not high enough to see them?

Actually, anything that shows up on the list in your mineral survey tool will work for the mineral resource.

so, if I want to make a chemical survey tool, I can use all copper for an example?

If so, why is there a different picture in the tool kit thing? Sorry for the dumb questions, just a tad lost here. lol

You can use all copper.

I think there is a difference because as you get more advanced, things will require a higher precision of the materials you are using.

ok, I think I'm starting to understand this a bit more.

Now, to actually create something, the last time I tried it kicked me from the game, and I lost all the metal I put into it. lol
