Do I have to buy a more advanced survey tool? Or is it affected from planet to planet for which resources you can find on each? Or will it just come with the higher lvl I get?

That's a BIG question actually.

First of all, whatever resources show in your survey tool are all the resources currently available on your planet.

Other planets will provide different lists of available resources.

And that's just the beginning, because no resource lasts longer than 10 days before disappearing, some go away after just a few days, and new ones show up all the time.

Unless you're on one of the servers without resource shifts, or with daily resource shifts...
