What is the best item to grind my way to chef?

Chemical Survey Tools.. They only use steel.
You can also take Tier1 and create Bonechest (they give more xp)

If you're looking to grind Master Artisan on your way to Chef, then grind survey tools till you hit Engineering 3, and from there grind out wind generators for around 400-500 xp a unit.
