I got two questions about vehicles that maybe you guys can help me out with..

1) Is it cheaper to just buy a new vehicle or simply buy a repair tool for them?

2) If I repair them, do I need to go to a specific area or is there like a repair kit to repair the vehicle? Seems I can't find any repair kits on the bazaar even when I do a world search, maybe I'm just unlucky. Thanks for the help!

there is vehicle garages located in every city ride around untill you see the alert come on your screen, or try /find garage.

As for buying used or new... My opinion is buy new, and stick with the speeder bike. (reason being is that the speeder bike is most reliable in all terrains and does not deplenish as fast)
