If I'm master and have +100 to survey... am I capped? Will surveying CA's help me any?

No, surveying tapes won't help you at this point. Once you've attained surveying IV the only way to improve your surveying skill any further is to pick up the Force Sensitive surveying tree.

Will the FS tree increase your surveying range or just the amount of resources you can manullay extract?

It increases your range. The FS tree in surveying is actually the only way to max out your range.
