That is correct. The force experimentation applys to all crafting and it simply gives you better results on experimentation and assemblies. Essentially, it increases your odds of getting an amazing success as opposed to just a good success on experimentation.

Based on the description of both things, I'm assuming that they influence the same thing, but do they?
FS experimentation bonus is actually greater than the Research Center bonus. So if you have the full tree of FS experimentation you are already better than a mobile research center. 
They do influence the same thing.
As for JeCy's comment that they stack, I'm not sure on that one. I had heard that they actually do not stack, but I have not actually tested this myself. I can tell you, however, that just being in a research center is not enough to get the bonus; you must be a resident of the research center in order to take advantage of its bonus.

Indeed... you see is its a sleeper weapon of the PVP. While most spot geo weapons and armor up with stun protection.... they take for granted the power of the 14 point, FS Artisan man CDEF......... they laugh..... 
but what the fail to realize is....... *looks around* 
*whispers* Artisans build the deathstar!!!! 
and you just knowit was the CDEF's that took out liea's home world!!!
